Under Windows 98SE in DOS mode, how do I determine where to put FILES and other DOS resources in upper memory? It'll help me optimize my DOS configurations further.

See CONFIG.TXT in the C:\WINDOWS directory (or C:\WINDOWS\COMMAND, I can't
remember exactly).

I believe I already mentioned most of them in past thread.

I looked there. It didn't provide me the requested information. :( Apparently, I can't just use something like:

fileshigh /l:1=40

to place the resource in a specific UMB. :( Unless I'm missing something.

You probably simply doesn't have enough free UMB.
